This was unpacked from a tarball included with vorbis tools 1.0, available from vorbis.com. All of the other libraries compiled except for this one. The compiling attempt resulted in the following warnings and errors. removing the offending #include failed.

libao needs dlcompat to be installed, i suspect that may be your problem. additionally, if you don't have esound installed, configure with --disable-esd
